1.  To draft the national marine technology development strategy, policy, plan, managerial system and standards, and to undertake the national marine technology operation planning and construction;

2.  To undertake the preplanning, planning, testing evaluation and technical support for marine observation operational equipments and facilities;

3.  To be responsible for the technical support and equipments development for special marine environment support system, and to undertake the construction and management of marine instruments and equipments test sites;

4.  To be responsible for the technical support for marine renewable energy management, and to undertake the key technology R&D and demonstration of marine renewable energy;

5.  To undertake the technical support for management of promoting marine economy by science and technology, and to be responsible for science and industry achievements standardization, transformation, industrialization and the technical economy assessment;

6.  To undertake the technical support for sea area and islands management, and to take charge of operating and managing of the network administration center for surveillance and monitoring of sea area;

7.  To undertake the marine high-tech R&D, and to develop systems and equipments for offshore marine environment monitoring and deep-sea observation and exploration;

8.  To undertake the research and application of the marine disaster prevention and mitigation technologies, the marine environment protection technologies, the energy conservation and emission reduction technologies, and the marine rights and interests maintaining technologies;

9.  To be responsible for the marine technology introduction and assistance, and to undertake the international marine technology cooperation and information exchange;

10.To undertake other tasks delegated by the State Ocean Administration.
